Go to the lake near snowpoint city. By now you should have access to rock climb outside of battle. The hm is somewhere in the snowfields in the route below snowpoint city. I believe that is route 217. Teach rock climb to one of your Pokemon and use it to scale that hill where Barry tells you that you need the gym badge from snowpoint. Climbing that place leads to the lake itself
