How many IVs do you need to get max stat of a Pokemon?

Like the question says. If a Pokemon has 252 EVs in one stat, how many IVs are needed for it to have the max possible stat for that Pokemon at level 100? Is it necessary for it to have 31 IVs with 252 EVs just to get the max possible stat or are 29 or 30 good enough?

At level 100, EVs, IVs, Natures, and Base stats have the most influential effect on a stat than any other level, simply because it is the highest level. A difference of 4 EVs or 1 IV will always make a difference it raw stat at level 100, except for a few exceptions when dealing with natures and EV values lower than max. :P

31 will get you the maximum stats. I guess 30 is fine, but it means the chance for a crucial outspeed is less likely if you have 252 EV'S and 30 IV's in speef than if you have 31 IV's and 252 EV's in speed. That's just an example

So that means I won't get the maximum possible stat even if it has 252 EVs and a positive nature without 31 IVs?

Yes, in order to have the highest possible stats, you need to.meet all of the requirements in that answer plus a beneficial nature.  So, 252 EV's, 31 IV's and a beneficial nature would give you the highest possible stats.
