I’m playing pkmn black and the iv judge says the following for my pkmn that it has above average potential overall and the best potential lies in its sp.def stat. After that he says: "well it’s speed stat is also good it can’t be better in that regard that’s how I judged it".

Now, does he mean that the sp def stat for my Pokemon is perfect (31 ivs) and that the speed stat is good, or that both stats are perfect 31s?

Whenever the IV judge names more than one stat, it means that the highest stat is a tie between the ones listed. So in your case, both SpD and Spe are perfect 31s.
