Yes, if you breed a Pokémon like Pinsir that has no evolution chain it is basically fully evolved. If you breed Snorlax or Mr. Mime without their incenses, you will get Snorlax and Mr. Mime.

There are a lot of fully evolved Pokemon you can hatch, such as Furfrou and Hawlucha.

If a Pokémon is not part of an evolutionary line (such as Emolga or Aerodactyl), it is possible to hatch them from an egg because they're technically considered fully evolved.

You can also hatch a fully-evolved Pokémon if they have a baby pre-evolution that needs incense to hatch. Examples include Snorlax and Wobbuffet.
