What badges do I need to obtain Smoochum or Jynx in HGSS?

From what I looked up I think 7 badges the ice path where you get jynx is just before Blackthorne city.

Are you sure I can't get into Ice Path with 6 badges?

You need 7 badges to activate the radio tower takeover event, and the npc in mahogany wont let you pass until it's complete.
