What is the differences between light ball pikachu and raichu?

Seems a lot of people say light ball pikachu is stronger than raichu,but raichu got a higher speed and attack anyway...so why?

The Light Ball item allows Pikachu to double its Attack and Special Attack when held, far surpassing Raichu's base 90 attack and special attack.
