Okay, bulbapedia specifically names Victini, Zekrom, and Reshiram as not being able to be shiny. However, it says that wild Zekrom, Reshiram, and Victini can't be shiny, which means that they might be shiny when obtained through instant gain events.

The only two event Victini's were never shiny.

As of Generation 8, the following Pokemon cannot be shiny:

Any Ash-hat Pikachu (technically can be, but coloration does not change. Credit to Y for that one)
Victini
Keldeo
Meloetta
Vivillon Fancy and Vivillon Pokeball patterns
Hoopa
Volcanion
Cosmog
Cosmoem
Magearna and Magearna Original Colour
Marshadow
Zacian
Zamazenta
Eternatus
Kubfu
Urshifu
Zarude

The Galar starters are also only obtainable as shinies by breeding -- you cannot sort reset at the start of the game for them.

Cant Ash Hat Pokemon be shiny, just it doesnt appear shiny?
Serebii seems to say that Ash Hats can't be shiny at all. What's your source on that?
