Does Weakness Policy on Swoobat still work in Gen 8?

Question

I have used swoobat with simple ability holding weakness policy before, I tried it on sword and shield now and the weakness policy did not activate, was there an update to it in gen 8 ?

You must be using Klutz Swoobat, as that would prevent the use of the Weakness Policy.
