Can unburden be activated twice?

Question

If my Hawlucha with unburden use fling, which activate unburden, and then use thief , which steal foe's held item and neutralize unburden's speed boost.
Will unburden work after second fling?

I didn't use the exact thing you specified in the description, but yes, Unburden can be activated twice.

Battle

Hawlucha has 368 speed, and Deoxys has 396 speed. After the Sitrus Berry is consumed, Hawlucha has 736 speed which would be faster than Deoxys.
