Why can't I find a Storm Drain Shellos?

I'm playing Pokemon Pearl, and I wanted to get a Shellos. I then looked at it's two Abilities, and thought Storm Drain was the better ability. So I took my Shellos (that has Sticky Hold) and went searching for one. I came across multiple Shellos. And on each one, I used Water Pulse, yet it just took damage. Storm Drain gives the Pokemon a Water immunity right? Or is that just in Double/Triple battles?

Sorry if my wording is confusing.

Storm Drain doesn’t grant water immunity in Gen 4, it just redirects water moves when used in a double battle.
