Do abilities like Flash Fire and Static work in the overworld?

I know that those abilities work for the "random exclamation point" Pokemon in the grass, but I don't know if they work for the overworld too

Source:When I was trying to get a light ball in shield I put a static pikachu in the head of my party and it made electric types appear all over in the overworld, and I saw lots of pikachus that are normally rare so I know more electric types appeared
