I believe that most of them can. Since you could get all starters from gens 1-6 in the island scan in Ultra Sun/Moon, you could catch them in beast balls and then breed it with a hidden ability starter. I think you'd have a 60% chance of passing down the ability and a 50% chance of passing down the ball, so you'd just have to breed until you get lucky. The Alola Starters and Galar starters cannot, though.
You can also catch hidden ability Kanto starters in beast balls from raid dens in gen 8.
