Is there an item that will cause Zygarde to use Power Construct at the start of battle?

No, there is not. You will need to damage it manually. However, there is an item called the Zygarde Cube, which allows you to change Zygarde's forms from 50% to 10%, and vice versa.

so other then the items "Life Orb" or "Toxic/Flame Orb(s)," or "Poison Barb" (and whatever else if I'm leaving somethin out), there's nothin that will damage him immediately and enough to transform at start?
and I know of Hail and Sandstorm, not sure If I'm forgetting somethin, but it would be cool to make a moveset around starting the match by transforming

They are correct. Those items you mentioned plus other that damage the holder do damage over turn, and not directly cut your to 50% HP. Of course Curse over two turns bring to to 50%, while Belly Drum goes to 50% too, but as you already told, "from start of battle" and it doesn't learn Belly Drum or anything like that.
