For one, Toxel is classified as a baby Pokemon. This means it cannot breed. Its origin, according to Bulbapedia:

It may also be based on a human baby as its bottom-half closely resembles a diaper, the white spot on its chest is similar to a bib, and it also crawls on its hands and has temper tantrums.

It's probably a mix of the two. There's no way to know how "baby-like" it feels, as we do not have access to a video game character's thoughts and emotions.

Toxel

Toxel looks like it has a little diaper, and has a pouty face. It's Shield Pokedex entries state it can't use it's powers very well, reminiscent of babies that can't quite do things for themselves yet.

It manipulates the chemical makeup of its poison to produce electricity. The voltage is weak, but it can cause a tingling paralysis. Source

Is that light purple thing on him really a diaper? Because a user on Bulbapedia told me:
"It's not an actual diaper, it's meant to look like one."
"looks like it has a little diaper"
It's not a real diaper
Then, what is it actually?
Part of it's body I guess.
What about Toxel's tail? Maybe it's inside of his "diaper."
I honestly don't know, only Gamefreak does
