I was planning on hunting panpour or pan sage in white 2 in lostlorn forest from the shaking patches is it possible to find my target there or hunt somewhere else

You can't expect people to know you want to shiny hunt if the only indication is a tag that says "shiny".

Pansage and Panpour can be found in the "rustling" grass in Black and white 2, which are probably the "shaking patches" from your question but they only have 10% chance of appearing.

There's a 10% chance each to find Pansage, Panpour, or Pansear in the rustling grass of Lostlorn Forest.

Yes, you can technically shiny-hunt them, because they have a chance of being shiny.

Yes. Any place where you can find a Pokémon has a chance of spawning a shiny.

Yes. Pansage and Panpour both appear there in the shaking grass.
You can shiny hunt them there, but I wouldn’t recommend it over the Masuda Method, because you won’t always get your target and the Masuda Method has increased odds.
