Rotom-Heat @ Heavy-Duty Boots
Ability: Levitate
EVs: 120 HP / 136 SpA / 252 Spe
Timid / Modest Nature

  • Overheat
  • Volt Switch
  • Defog
  • Will-O-Wisp

Overheat is STAB, Volt Switch is STAB and a pivoting move. Defog gets rid of hazards, and Will-O-Wisp can burn the many Physical attackers in OU

Choice Scarf or Specs Set

Rotom @ Choice Spec or Scarf
Ability: Levitate
Evs: 4 hp/ 252 Sp.Atk/ 252 Spe
Nature: Timid (+Spe,-Atk)

  • Thunderbolt
  • Overheat
  • Trick or Volt Switch
  • Hidden Power Ice or Shadow Ball

Thunderbolt has a great STAB with Rotom-H and can even deal with some bulky water pokemon. Overheat can dish out serious amounts of damage to any grass pokemon that resists any other move. Trick is just Trick, You can cripple the opponent with it and allow you to change moves. Choice Spec works the best with Trick and Scarf works best with Volt switch. Shadow ball covers Psychics while HP ice covers dragon types.

Bulky Rotom

Rotom @ Leftovers
Ability: Levitate
Evs: 124 Hp/ 252 Sp.Atk/ 132 Spe
Nature: Modest (+Sp.Atk,- Atk)

  • Pain Split
  • Thunderbolt
  • Overheat
  • Will-O-Wisp

Pain split gives some form of recovery but it is not reliable. Thunderbolt is good as always, KOing Bulky water pokemon. Overheat destroys anything that is weak against it but also deal strong damage to the neutral. Will-O-Wisp cripples any physical attacker that want to end your streak(except for anyone with guts).

Dat toaster oven.
HP Fire is my personal preference when it comes to STAB.
Discharge can do some damage, but is mostly there for the fact that it can paralyze.
Volt Switch is STAB and scouting.
Shadow Ball is coverage and it's nice when it gets that lucky SP DEF lower.

One of the best counters to the Therian forms. The ones in the rain: Thundurus-T and Tornadus-T, as it resists BoltBeam from Thundurus, Hurricane from Tornadus-T, and can really be 2HKOed by Focus Blast from Specs Thundurus-T. Overheat is STAB, Volt Switch allows you to switch and gain momentum, HP Ice is used to nail the rain Therian forms, and Pain Split allows for healing, usually.

Nasty Plot set. Nasty Plot boosts your Special Attack. Overheat is STAB. Thunderbolt is electric type STAB. HP Grass is for coverage against Pokemon like Swampert.

Microwave Rotom @ Leftovers

Trait: Levitate

EVs: 252 HP / 60 Def / 128 SAtk / 68 SDef

Modest Nature (+SAtk, -Atk)

  • Volt Switch
  • Overheat
  • Thunder Wave
  • Hidden Power Grass

A somewhat bulky variant, Thunder Wave allows Rotom to outspeed the foe, HP Grass is for annoying ground types that recists the Thunder Wave.
Volt Switch is for switch while doing damage.
Overheat is STAB, i mean you don't really have any choice.

Electro Ball (STAB+Water coverage+Speed EVs)/Volt Switch (STAB+Water coverage+Switch out)
Overheat (STAB+Required to stay in the Heat form)
Hidden Power Fighting (Rock coverage)

NOTE: This is a 5th Gen moveset.

       Try IV breeding for the hidden power. Rotom cannot learn any other coverage moves.

Rest: Used with Leftovers makes for great HP restoring.
Will-O-Wisp: Used for chip damage, while Rotom rests and regains HP from Leftovers.
Overheat - Best fire move that Rotom has.
Thunderbolt / Sleep Talk: Type Coverage / More damage with Overheat.

Also you can use flamethrower in the place of Overheat, but Overheat is required on Rotom-Heat right?
It only learn Overheat as fire type I think

Dual Screen setter. Light Screen and Reflect are for dual screens. Overheat is STAB. Volt Switch is STAB and is for pivoting.

Not the best set for a Rotom but certainly an interesting one-

Rotom-Heat @ Eject Pack
Ability: Levitate
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
- Thunderbolt / Discharge
- Hex
- Overheat
- Thunder Wave / Nasty Plot / Will-O-Wisp

Use Thunderbolt with Thunder Wave / Will-O-Wisp and Discharge with Nasty Plot
Eject Pack switches the Pokemon out if it has a stat lowered, so you use Overheat then Eject Pack switches Rotom out, the you use Volt Switch or U-turn to switch Rotom back in getting rid of your stat drops while constantly doing damage to the opposing Pokemon.
Other than that you use Thunder Wave to paralyze or Will-O-Wisp to burn and use 130 power Hex with Thunderbolt as main Electric-type STAB. Or use Discharge to paralyze with Nasty Plot to raise the SpA. Depends if you want a higher chance to paralyze or ability to boost stats. Most people would prefer Discharge and Nasty Plot.

If you don't want to utilize the status + Hex strategy at all I would suggest :

Rotom-Heat @ Eject Pack
Ability: Levitate
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Thunderbolt / Thunder
- Overheat
- Volt Switch / Shadow Ball
- Nasty Plot

Thunder is an option if you don't care about low accuracy.

Tera Type: Electric

Bold Nature
- Overheat
- Volt Switch
- Light Screen

Light clay to prolong screen turns
Tera Electric: cover up weaknesses and gain 2x stab on volt switch
Overheat: powerful Fire stab even without SpA investment
Volt switch: your everyday pivoting move
