The highest catch rate possible is 255. In Pokedex order, they go:

I think that's because, at least in Necrozma's case, the catch rate changed from SM to USM, from 3 to 255, because when I watched a video on how to catch it in SM, it said he had a catch rate of 3.
I love how there are so many pokemon like Caterpie, Yamper, and Spheal, and then Eternatus is there as well XD
I know right, apparently the most powerful being in the world of pokemon, and a catterpillar, have an equal difficulty to catch, all I can say is, those caterpillars worms, and cacoons, must be very tough to capture.
