Does every gen have some sort of weak forest filled with bug types and other weak Pokemon at the beginning?

Kanto: Viridian Forest
Johto: Ilex Forest
Hoenn: Petalburg Woods
Sinnoh: Eternia Forest, kind of, slightly higher Pokemon here.
It just seems like it happens every time.

Alola: N/A unless you count Lush Jungle (which you shouldn't)
Galar: Slumbering Weald (only the first part of it, the Pokemon are much stronger once you get deeper in)

You could say Lostlorn Forest for New Unova but that's a stretch.

In addition it should be noted that only part of Slumbering Weald can be classified this way and that the other half is stronger, almost endgame strength Pokemon.

I think Lostlorn is way too late in the game to be considered, yeah. I edited the Slumbering Weald, thanks for bringing that up.
