The problem is that I want the power of Choice Band to remove Blissey and Mega Latias, which do well against Mega Charizard Y, but I also want Smooth Rock so that Excadrill is more useful. What do I do?

Usually, because of bulk, tyranitar can switch in a multiplicity of times. Therefore, you really don't need to use a smooth rock. If you REALLY want sand then if I would use a rock, but most of the time, band I believe is better. You could also use scarf, but like you've described, you want sheet power to break through walls, so, Yeah, I would say band is USUALLY better

Alright, let's see all the formats where tyranitar is used, and see what item it carries. First, XY OU. Most of the time, tyranitar is actually scarfing, however, band is Much more common than smooth rock. This is simply because tyranitar is quite bulky. 100/252/0/0/0/156 Adamant is a band spread that is quite common. 100 base HP is pretty darn good. Having 110 and 100 Defense means that thing is really bulky. This thing can switch in a variety of times, without any investment, but the 100 HP really makes it bulky. It can switch in a multiplicity of times. In Gen 7 OU, tyranitar is used with choice band 38% of the time, while only around 6 with smooth rock. This is because, again, it can switch in a bunch of times. Now, I see your point about Excadrill liking to setup. However, base 135 attack is amazing, plus, if you really want sheer force, you can use sand force, although you probably should be using sand rush, as Excadrill has mediocre speed that can be boosted to the next level. So, again, remember, as you said: Charizard is walled by some mons like Mega latias, Chansey and Blissey, but with choice band, you can just destroy them.
