Are you supposed to not be able to use Bike in Route 216?

Question

I recently got to Rt. 216 in Platinum and I'm thinking to use my bike when I got to the tall grass to get encounters faster as I am hunting a Sneasel for my team, but when I tried to use my bike, a dialog box came up saying "...Zen! There's time and place for everything! But not now." (just a footnote that Zen is my IGN)

Is this actually supposed to happen or is it just my game? I'm certain that I don't play a hacked one

The whole route is covered in snow, meaning that it is impossible to ride a bicycle. In some places, the snow is so deep that it cannot be run through, and as a result of the snow, there is constant hail in every battle

You can't. I also know that even in the grass, you can't bike since I'm replaying platinum myself.
