Well, Gible isn't available early. Apparently, the remakes are overly faithful that you need strength to get Gible. According to this video, Gible is still in the secret area of wayward cave but unlike in platinum, the pathway is blocked and it is available at a really low level, at least compared to your team at that point in the game
However, you can use the grand underground to get a Gible that is high level, in its high forties. this video goes into detail how to get it. Tldr, you need seven badges and go to the fountainspring cave
