I don't know exactly, but I think it the minimum is somewhere between 1/4 e 1/5 hp
I think I have seen them use items on yellow HP, which means the maximum might be 1/5 rounded up or 1/4.

I couldn't find anything on this online so I tested it myself in Pokemon emerald.
I done it against Juan because his Pokemon have the highest HP for more accurate estimates.
With a level 25 shedinja leech life is my weakest move and it looks like it deals deals one damage so I measured how long the bar was when they used the healing item.

It was around 3/13 which is between 1/4 and 1/5.
When I tried again it was around a little less than 1/5.
So it must vary between less than 1/4 and less than 1/5 HP remaining.
If anyone knows the exact answer please tell.

They're right, E4 can heal at yellow hp
They're right, E4 can heal at yellow hp, which is more than 1/4.

I have calculated it myself and the answer is that it varies.

I used leech life on my shedninja on juan like cicada and measured it and it was 1/4 to 1/5 and I tried again after resetting and he used it at about the same point. But at some cases where the mon lives but the it uses recover to heal up I tested that as well and it was about the same as if they did not have recover. They also use potions when the Pokemon lives at low hp from the first hit to heal up.

This is making me conclude that the gym leaders use potion when there Pokemon has 1/4 to 1/5 of thier hp remaining
