In what games is it possible to encounter roaming Pokémon using the Poké Radar?

I checked and it said that you can use poke radar to encounter roaming legendaries in every game where you can obtain a poke radar

I actually recently learned about this, and this is kind of false. Shaking patches in PokeRadar can not spawn Roaming Pokemon, however it is common if you do not have a Pokemon above Level 70 in the front of your party when using Repels that it will be encountered while walking to your shaking patch.

How did you learn that shaking patches can't yield roamers? If it's concrete for all games, can you use that to get this question off the unanswered list?

I do not know if it's concrete for all games, but this is how it works for XY, and it doesn't break your chain
