Does this pomeg glitch work? And if that worked, will it be considered as a hack if i used in little cup contest?

Its there in smogon's description about little cup...

When i paste the link, the "cup" thing became itlaic, i dont know why...

No it isnt considered a hack. To be considered as a hack you must use an external hacking device known as AR(Action Replay) or any similar to ar. It is just a glitch.
