Is this Pokemon foreign?

Question

my brother has a shelmet with a japanese name and then when i checked the pokedex there was no little box with J?
and also the O.T name was in japanese

does this shelmet work for the masuda method?

Well, if it has a Japanese name, the only way to get a Japanese name is to get it from Japan. Try checking the Pokedex again.
