What is the difference between Follow Me and Rage Powder?

It appears that the only differences are the move type (Normal vs. Bug) and the learnset. Is this all? If so, how would I choose between one or the other ceteris paribus?

There actually is a difference between the 2 moves from Gen 6 on. Unlike with Follow Me, Grass Type Pokémon, Pokémon with Overcoat and Pokémon holding Safety Goggles are all immune to Rage Powder. This is their only difference besides type.

Also Follow me was introduced in Gen 3, while Rage powder was introduced in Gen 5.
