Why are Pokemon breaking out of my Pokeballs In max raid battles?

I have all eight badges and it's only been on event raids I'm not playing online I thought they were guaranteed captures

No, they can break out just like any other Pokémon. However if you are doing a Dynamax Adventure in the Crown Tundra, they are guaranteed captures. Better start using ultra balls!

But I got every capture in every Max Raid Battle (Dynamax and Gigantamx).

The host of standard raids is guaranteed to capture the Pokemon, but in all other contexts it is possible to fail the capture. Precise catch rates for event raids are not well understood.
