Can you soft reset for the gen 3 starters in the original Ruby or Sapphire games?

I've been looking around and all the info I can find is all about RNG manipulating them but I was wondering if its possible just to hunt for them by restarting the game over and over.

Yes. You can save before opening the briefcase and soft reset using A + B + Start + Select.
Restarting a new game every time is tedious, so this is a better idea.

It is a bit more complicated in Emerald, since the frame rate refresh is a bit funky. Here’s a post that goes into more detail, but you don’t have to worry about that since you’re playing RS.

Something that should be noted is that if your copy of RS has a dead battery, it'll also have a fixed RNG seed like in Emerald, so you'd have to use the Emerald hunting method in that case. The game will very clearly tell you if the battery is dead / "has run dry."
