I wanna get Roserade, but the game I'm playing only has roselia in the wild, so I need to breed for budew. Baby Pokemon in the wild have 3x31, but idk if they do when breeding

Note that in the only game where this is a feature (XY) there are wild Budew. They are on Route 4

Are we talking all egg hatched Pokemon or like Azurill and Smoochum? And only in the wild if the latter?

Only in the wild apparently. I haven't bred a baby yet but the ones I've caught all had 3 perfect IV's

Could someone check to see if Baby Pokemon that hatch out of an egg have 3 perfect IVs?

Smogon was talking about that. They have to be in the wild, but it's true. Test it yourself with Riolu.

5 Mantykes later, I can debunk my theory that breeding baby Pokemon always creates a baby with 3 perfect IVs. However, I decided to test with some wild Pokemon (Azurill and Riolu on Route 22) and I have managed to catch 11 Azurills and 4 Riolus, and every single one of them has at least 3 perfect IVs.

I just bred a Lucario with a Ditto, and I did not get any perfect IV's. I also caught Azuril and Riolu, and they had 3 perfect IV's.

However, this feature only exists in XY, and in XY you can find wild Budew with guaranteed 3 perfect IVs on Route 4.

As CoolMan said above, this feature is only a thing in XY, and in XY, you can find wild Budew on Route 4, so you can get a Budew with 3 guaranteed IVs
