Is there a legitimate way to get Mew besides the Pokéball Plus?

In LGPE, no, you can only get Mew from the Poke Ball Plus.

In the series in general, you can get Mew from completing research in Pokemon Go or from an NPC in Floaroma Town in BDSP if you have a save file from LGPE on the same Nintendo Switch account, though neither of these can be transferred into LGPE. Both of these have no expiration date.

AFAIK, Pokemon Go is the only spin-off title with ongoing maintenance/updates that also has mass compatibility with the main series; I'm fairly confident in saying that no other spin-off will let you transfer Mew to the main series.

Mew in particular is blocked from entry from Go to LGPE.
