I know what your thinking. "Rillaboom isn't in Gen 9." Well, that's true, but he can be transferred with Pokémon home. So should I use Rillaboom or Toedscruel for Scarlet?

Pokemon Home doesn't have compatibility currently with Scarlet and Violet

You're going to have to be patient for Rillaboom, HOME won't be accessible for these games until spring 2023 (by which I'm hoping they mean northern hemisphere spring).

That aside, for a playthrough? As the dark-type Elite Four trainer Karen said, truly skilled trainers should try to win with their favourites. Pick the one you like best. I would lean towards using a Paldean native for a Paldean game, but if you really like Rillaboom and have patience enough, that might be the way forward for you. Maybe put together a team of all the monkey Pokemon? (checks notes - Infernape isn't allowed past border control)

You've got a while to enjoy the standard game before HOME comes out, and that's when it could be better to think more seriously about building a competitive team if that's more what you're into. These games are for children and six Unown could beat the actual game (checks notes - Unown is also not allowed in). For a competitive team, Rillaboom has access to some great moves and could be more useful, plus Toedscruel has a major type weakness, but then it also depends what function it would have for an overall team.

Thanks! Because I have the game, and I don't want to wait until spring, I will use Toedscruel. I think it fits well with the team I planned. (Skeledirge, Pawmot, Baxcalibur, Toedscruel, Veluza, and Corviknight). I love the Karen quote you used! I will be using that myself. (Where does she say that?)
After you defeat her at the Pokemon League in Gold & Silver (and remakes). The first half of the quote is "Strong Pokemon. Weak Pokemon. That is only the selfish perception of humans."
Thanks!
