How early can I catch a Scream Tail?

Question

I want one on my team, but they're at a high level. Are they catchable from the beginning of the game? This site has location data pretty much all through Paldea, but not sure if this is only after clearing the main game, or if I have to have a certain number of badges to unlock the ability to catch Pokemon above a certain level.

you can only get it in the postgame/end of the game

You can get one after you defeat the scripted Scream Tail(the one you fight with Penny[?]) in Area 0
