PokéBase - Pokémon Q&A

I'm planning a team for my playthrough of Pokémon Ultra Moon, and in which I want to use a Tsareena with the move Play Rough.
Tsareena can only learn Play Rough through breeding, and the only pokémon in Gen 7 that can both learn Play Rough and breed with Steene (to get a Bounsweet with Play Rough) would be Comfey.
Comfey doesn't learn Play Rough until level 49 in Gen 7, and both Steenee and Comfey is only in the grass egg group.
Do I need to use Comfey until level 49 in my playthrough, or is there another way to get Play Rough onto a Bounsweet/Steene/Tsareena?

The only way I see is to level up Comfey to 49, but I’m not 100% sure.

Tsareena learns Play Rough exclusively as an egg move in Gen 7. It's only compatible parent is Comfey, which learns Play Rough as its final level up move at level 49.

However, luckily for you, in Gen 7 the move reminder can teach a Pokemon a move it will learn at a later level. So if you've unlocked the Move Reminder at the Mt. Lanakila Pokemon Center, you can immediately teach your Comfey Play Rough, no matter what level it is.

Then breed Comfey with your female Tsareena or a pre-evolution. The Bounsweet that will hatch out of the egg will have Play Rough.

Sorry for giving wrong information the first time, and thanks Pogokira for reminding me!
