I’m not sure if you can use a England ditto with a United States Pokémon for masuda method shiny hunting can anyone confirm or deny if this works in Pokémon scarlet

I think it actually does. You can check if on the summary screen of the Pokemon it has a specific white box with letters indicating a region
What makes you think that? Masuda method is still based on language (not country) in Gen 9. If you play in English then your Pokemon get an ENG flag regardless of your location.
Yes I know. But though this isn't very scientific, I live in the US and I believe I've gotten Pokemon from trades that had an ENG flag even though I live in the US, and you don't usually get flags for languages that are your own, obviously.

I'm not saying you should quote me for an answer, but I do think that if someone decides to answer they should check before saying that Masuda wouldn't work

I believe no because I looked at a Bulbapedia page on Masuda Method and it says that it depends on language, not country of origin.

The Masuda method (Japanese: 国際結婚 international marriage), also known as Masuda's method, is a fan-made term for the increased chance of Shiny Pokémon being produced when breeding Pokémon with different languages of origin.
