Why can't I find the Pokemon in an outbreak?

Question

I have an outbreak North of Alfornada, near the area where the grass goes from dark to light. I go to the area where the outbreak is, but the game doesn't alert me of an outbreak, nor do I see an outbreak there. I've checked at day and at night. Why isn't the outbreak appearing?

Note: I did change the clock earlier today to set it three hours backwards, but all the other outbreaks are just fine.

What Pokemon is the outbreak for? Did you look in Alfornada Cavern?

The outbreak was in Alfornada Cavern, which doesn't directly show up on the map.
