Yes. The Nintendo Switch treats DLCs and other downloadable content like updates; if you archive a game and then choose to redownload it, all of the updates and DLCs will have to redownload again.

Here's a direction from Nintendo's official support page:

The content can only be redownloaded by the Nintendo Account that originally purchased it.

Select the game and scroll down to view all available Downloadable Content, below the game details.

Select the previously purchased Downloadable Content. It will display Purchased instead of a cost.

Select Redownload to redownload the content.

Hope I could help! When you archive a game, the only thing that is deleted is game data, not save data. And it can all be redownloaded
