Sceptile is the basic options like mukuhawk say, but thats when its unboosted, with the clorophyl ability, a lot of pokes can outspeed sceptile with sunny day on, like Venusaur, Liligant, Maractus, Exegcutor, Victreebel, theres a lot more of clorophyl pokemon, but i only mentioned those who has a decent special attack stat
But my personal recomendations are Exegcutor, who has a great special attack stat, and Liligant, who has great speed and can learn quiver dance to keep boosting
