Does Sheer Force stop Stone Axe / Ceaseless Edge from setting up?

I've been seeing that Kleavor doesn't run Sheer Force a lot...

Both of these moves have their secondary effects eliminated by Sheer Force, even though no Pokemon can naturally have both Sheer Force and Ceaseless Edge.
