Will a Shiny Patch ever appear 1 tile above you?

Question

Should be self explanatory, I mean the tile of grass directly above the Player Character.

Mostly asking for Gen 4 (since that's what I'm playing), but an answer for all games with the Pokeradar would be neat.

I'm not particularly experienced with the Poke Radar, but it seems like it should be possible.
