Is Spinda’s pattern on Showdown always the same or does it randomly choose from the 4 Billion possible patterns?

Like does it randomly choose one of the 4 billion possible patterns or is it the same generic design.

Nope. It's always the same Spinda. The Spinda used in Showdown! has no spots whatsoever. It's the same for the 3D model too. Here's a pic of both the 3D model and the pixel sprite:
