Can Pokemon that have been in a Gen 9 game be transferred via HOME to Gen 8?

If a Pokemon has ever been in Scarlet or Violet, does that mean they can never enter Sword, Shield, Brilliant Diamond or Shining Pearl through HOME?

Yes, they can enter the Gen 8 games.
I already know that SV Pokémon can enter SwSh by personal experience, and according to Nintendo,

A Pokémon that you caught in Pokémon Scarlet or Pokémon Violet can be moved to Pokémon Sword, Pokémon Shield, Pokémon Brilliant Diamond, Pokémon Shining Pearl, and Pokémon Legends: Arceus.
But please note that you can only move Pokémon to games that they’ve appeared in.

So yes, Pokémon from SV can enter the Gen 8 games.
