What do you have to do to get to Lugia in Soul Silver?

You know like you have to beat a team then go to the place where you catch Lugia in soul silver?

After saving the Radio Tower from Rocket and get the Silver Wing, continue on in your quest to get all 8 badges. Once you have gained all 8, go to Prof. Elm for the Master Ball. Then go to Ecrueteak Dance Place. Face the Eevee Evolution using sisters. Then they will give you a bell. Go to Whirl Islands and you will now be able to get Lugia.

You have to beat team rocket, and then either their leader or the guy you save from them gives you the silver wing so you can get Lugia.
