Where is the lowest level Gible in S/V?

Question

I think that Gible makes for a good starter, so I want to get the weakest Gible possible. Is the closest a hatched one, or is there one closer to Lv. 5?

The lowest level Gible is in South Providence Area 6, & West Providence Areas 1 & 2, being at Level 10-29 at an 8% chance, so the weakest Gible is a newly hatched one.

Database's location and Pokemon information for SV is not entirely accurate. If you could check another site, you will probably get a better answer
