What Pokémon am I missing for Black 2’s Pokédex?

Question

I have Pokémon Red, Gold, Crystal (all VC), Pokémon Platinum, Heart Gold, and Pokémon White (all on the 3DS, so no GBA game slot). What Pokémon would I be missing from those games in order to get the shiny charm in Pokémon Black 2?

You can't actually get Pokemon from Virtual Console to Gen 5, unfortunately. Off the top of my head you'll be missing Lugia (and most trade evolutions if you only have one system).

Trade evolutions are obtainable only if you can trade. Additionally, there are some mutually exclusive Pokemon (like the starters) that you can get only if you're willing to reset your games. Event exclusive Pokemon (like Celebi and Jirachi) aren't required to get a shiny charm. Besides all of those Pokemon, you'd still be missing these ones:
Regice
Groudon
Rayquaza
Glameow
Purugly
Stunky
Skuntank
Regigigas
Tornadus
Reshiram
Landorus
