I want an ice type so it's easier to take out Cynthia's garchomp. But most ice types either seem mediocre or hard to get. Honestly if I can even get a water type with ice type moves I'd be fine with that.

If you go out of your way to pick up every required shard for Ice Punch and shell out for Swords Dance, then Weavile goes alright. Otherwise your assessment is spot on.

I think Weavile is the best ice Pokemon in Platinum because of its high physical attack and swords dance. Its dark type is also useful sometimes. Here's a moveset.

Weavile @ dread plate/never melt ice/expert belt
EVs: 100 Atk
- ice punch
- night slash
- swords dance
- dig

These are the best non-ice Pokemon with ice moves. I didn't include Empoleon because it sucks against Garchomp, but it's still pretty good in most other boss battles.

Gyarados @ splash plate
EVs: 100 Atk
- waterfall
- dragon dance
- ice fang
- return/earthquake/stone edge

Floatzel @ splash plate
Ability: swift swim
EVs: 100 Atk
- waterfall
- rain dance
- ice punch
- crunch

Azelf @ odd incense/choice specs/expert belt
EVs: 100 SpA
- psychic
- flamethrower/fire blast
- shadow ball
- ice punch

Unless the guy's doing a nuzlocke, Gyarados is the best option here. Setup six dragon dances on Spiritomb and one shot everything. Full restore as necessary

Could you please elaborate on why you consider Weavile a strong ice type?
Strong and fast. It outspeeds garchomp, and with swords dance and ice punch is extreamely hard hitting. Night slash though not the best is quite strong.
