Catching Buizel and Rufflet / Braviary in Pokemon White 2?

Can I catch Buizel and Rufflet / Braviary (Rufflet is more preferred) in Pokemon White 2 before 6th Gym Badge? If no, after obtaining how much Gym Badge can I catch it? Thank You!

What is the issue with Braviary from Route 4? Rufflet evolves at level 54 btw, you didn't actually want that.

Buizel can be obtained before gym 6, while Rufflet can't. At earliest, Buizel can be surfed to be encountered in Lostlorn Forest after receiving Surf on Route 6 (thanks Amethyst). Rufflet only be obtained on Route 23, right before the Victory Road and thus requiring 8 badges.

You can actually obtain Braviary on Route 4 as a static encounter (thanks Fizz for reminding me), but only on Mondays.

Game progression reference. For reference, gym 6 is in Mistralton City, which is in Part 10. Rufflet can be obtained in Part 15. In Part 9, Cheren gives you the HM for Surf, allowing you to backtrack to Lostlorn to Surf for Buizel.

If you're using the walkthrough as a source, are you sure those routes are completely inaccessible without those gym badges? I don't know as much about B2W2, but I know Route 207 is accessible with no gym badges in Platinum and the walkthrough doesn't cover it until after the second gym.

Buizel is a Surfing encounter, not fishing; Unova's fishing rod isn't unlocked until the postgame. That said, Buizel is found even earlier if you Surf on Route 14 to the south of Undella Town. You can also backtrack to Lostlorn Forest after receiving Surf on Route 6, which would allow you to catch it before Gym 6.

@Naushad14 https://www.youtube.com/watch?v=IUuxffmHkLg this video explains it decently well. You start at Nimbasa city (where the 4th gym is) then move downwards like the person in the video did.
