I'm using a blissey in My diamond team and Out of battle hidden Power is classified as a normal move, so do I get STAB from it?

How do you get Hidden Power Normal? This site (https://bulbapedia.bulbagarden.net/wiki/Hidden_Power_(move)) states that HP can never be Normal type.
Did you see the Normal typing as the Pokemon's move typing or did you test it against a Kecleon? If you saw the typing in the move menu, that is not accurate and is not reflected in battle.
He probably saw the typing in the move menu. In that case, the Hidden Power type isn't Normal, it's something else that you'll need to tinker around with it (using on many Pokémon with different typings) to figure it out.

No. Even though it looks like a normal type move, when you use hidden power in battle it's always one of the other 16 types.
You will get stab if the user's hidden power type is one of its types, but not if the Pokemon is pure normal like blissey.

It's also worth mentioning that hidden power's base power can be anywhere between 30 and 70, so I think Blissey's only good normal STAB in this generation is hyper beam.
