In Gen 2, does Flame Body ability speed up the hatching process?

There are no abilities in Gen II, so Flame Body does not exist. It speeds up hatching as of Gen III and the introduction of Flame Body.

Flame body gained this effect in Emerald, not the beginning of gen 3.
