Imagine you’re in a double battle and attempt to use multi-target move, whether it be a support move like Tailwind or something like Hyper Voice but you’re Encored into a single-target damaging move instead. You will fire off the single-target move, but some properties of the move you clicked will remain active (for an unrelated example, if you attempt to use a Prankster-boosted Tailwind and get Encored into an attacking move against a Dark-type, the move will deal no damage).

Question is, in this scenario, in a Double battle, which opposing Pokémon is the single-target move going to hit?

After running a few tests, I have concluded that the Encored Pokemon will target a random opponent.

Here are the tests:
Test 1
Test 2
Test 3
In the first test, the Encored Body Slam hit the same Pokemon that it targeted in the turn prior; this is different from the subsequent two tests.

I only ran 3 tests, so there is a possiblity for more nuance, but from what I found, an Encored single-target move that was originally going to be a spread move will choose a random opponent to hit.
