Probably not going to answer but in case I do, do vines count (something like tangela with a bunch of visible vines for example)?
yeah vines count
Flagging re: HTs topic; I think OP needs to define the standards more clearly
I'd also like to mention that I think vines should be a different question entirely. I really just think it'd be better for OP to look through every Pokemon and decide themselves. I did that when I was bringing this up and it took all of 5 minutes.
Yeah I think that's fair.

I don't know what you guys are talking about. This is totally a valid question. Sorry you had to lose so many points on this. He/she (sus?)'s also not wrong about it being self-explanitory.

Here are most of the Pokémon I think fit the description "tentacled" or "with vines":

TentacoolTentacruel
Tentacool and Tentacruel, both the Jellyfish Pokémon. Their tentacles are located under their main bodies and are used for swimming, as it would be for an actual jellyfish.

Omanyte Omastar
Omanyte and Omastar, both the Spiral Pokèmon. Their tentacles are located under their eyes in front of their shells and used for eating and swimming, as it would be for an actual ammonite.

FrillishFrillish JellicentJellicent
Frillish and Jellicent, both the floating Pokèmon. Their tentacles are located under their main bodies and are used for swimming, as it would be for an actual jellyfish.

TangelaTangrowth
Tangela and Tangrowth, both the Vine Pokémon. Their Vines are located all around their bodies and are used for camouflage and entangling opponents.

Bulbasaur Ivysaur Venusaur
Bulbasaur, Ivysaur, and Venusaur, all the Seed Pokémon. Their vines are located inside of their bulbs or flowers, and they are used for grappling, climbing, and defense, as it would be for an actual frog/plant monster.

SnivyServineSerperior
Snivy, Servine, and Serperior, all the regal Pokémon. Their vines are located under the yellow flaps on their necks and are used for handling objects to compensate for its short arms, as it would be for an actual green vine snake.

BellsproutWeepinbellVictreebel
Bellsprout, Weepinbell, and Victreebel, all the Flower Pokémon. Their vines are located inside the leaves on either side for their main bodies, as it would be for an actual mutated pitcher plant with a soul.

ChikoritaBayleefMeganium
Chikorita, Bayleef, and Meganium, all the leaf Pokémon. Their vines are located inside of the leaf on top of their head or inside of the leaf around their neck and used for absorbing sunlight and whipping opp, as it would be for an actual sauropod that can control plants.

DeoxysDeoxysDeoxysDeoxys
Deoxys Normal form, Attack form, Defense form, and Speed form, the DNA Pokémon. Their tentacles are located where their arms would be and are used for attacking, defending, and transforming into human-like hands, as it would be for an actual... okay, whatever, deoxys isn't even based off anything.

LileepCradily
Lileep and Cradily, both the Sea Lily Pokémon. Their tentacles are located in an opening on the top of Their heads and are used for clinging to rocks as well as catching and swallowing opponents.

ClobbopusGrapploct
Clobbopus and Grapploct, both the tantrum Pokémon. Their tentacles are located under their main bodies and are used for investigation and grappling, as it would be for an actual octopus.

()()()()() ()()()()()
()()()()() ()()()()()
Toedscool and Toedscruel, both the Woodear Pokémon. Their tentacles are located under their main bodies and are used for mobilizing, as it would be for an actual sentient mushroom with wobbly legs. (sorry the pictures were to big because they're gen 9)

Octillery
Octillery, the Jet Pokèmon. His tentacles are located under his main body and are used for traping and ensnaring its opponents, as it would be for an actual octopus.

Carnivine
Carnivine the Bug Catcher Pokèmon. Its vines are located under its main body and are used for climbing, walking, and constricting opponents, as it would be for an actual mutated sentient venus flytrap.

Ferrothorn
Ferrothorn, the Thorn Pod Pokèmon. Its tentacles are located above its main body and used for clinging to cave ceilings and absorbing nutrients from rocks, as it would be for an actual conscious, metallic, flattened durian.

Nihilego
Nihilego, the Parasite Pokèmon. Its tentacles are located under its main body and used for controlling its environment and latching onto its opponents, as it would be for an actual box jellyfish.

Zarude
Zarude, the Rouge Monkey Pokémon. Its vines are located around its wrists and are used for swinging and attacking, as it would be for an actual rouge monkey.

Malamar
Malamar, the Overturning Pokémon. Its tentacles are located on the top of it head and where the arms would be on a human-like Pokémon, and they are used for feeding, capturing opponents, swimming, and manipulation, as it would be for an actual intelligent squid. (I don't think inkay qualifies, but I didn't forget it).

Xurkitree
Xurkitree, the Glowing Pokémon. Its tentacles are located where its arms and legs would be on a human-like Pokémon, and are used for conducting electricity and stability, as it would be for an actual conscious tree that can channel electricity.

Hope this helps, please tell me if I missed a few.

you should prolly look above to see the ones you missed, but decent answer
I believe both answers are missing a few Pokémon, such as Bellsprout, Victreebel, Hatterene, and Floragato
i have over 2000 points lol im not hurting over the 1 downvote
ok but you also got it flagged didn't you
This is extremely obscure, but according to Bulbapedia and how accurate you think that site is, East Sea shellos, both gastrodon, and mareanie all technically have tentacles, which wouldn't really help for constricting someone if that's what we want to use the tentacles for, but still count for tentacled Pokemon.
The last answer forgot inkay
I think the question author needs to define what a tentacle is for us. I wouldn't consider most of the grass types here, save for Carnivine, Ferrothorn and the Tangela line, "tentacled" or "vined" Pokemon. Have their vines ever been shown in the games, or just the anime? Is that the qualifier? If it is, I'm positive there are more, and if it isn't, then every Pokemon that can learn Vine Whip should be included.

Furthermore, what IS a tentacle? Why does Xurkitree count? Its appendages are just made up of wires. Does Dragalge count? What about Sylveon's bows? Drifloon? The thing on Phone's and Manaphy's heads? Sigilyph? Honedge? Suicine? I'm playing devil's advocate to some extent, but the definition of tentacle being used seems a bit arbitrary.
Yeah, all of that is valid. The ones I could think of were just mostly the prominent ones (I watched “secrets of the jungle” recently). The shapes list on bulbapedia were the actual shapes, but I looked through the ones that were with a tentacled, and found the ones that looked like they qualified. I might add a lot more vine whippers at some point though.

I think this is all of them:

Tentacool & tentacruel
Tangela & tangrowth
octillery
toedscruel & toedscool
octillery
xurkitree
jillicent & frillish
deoxys
Bulbasaur, ivysaur & venusaur
inkay & malamar
Clobbopus & graploct
omanyte & omastar
Nihlego

You're welcome. I spent 15 minutes of my life doing this, hope it was worth it...
Hope this was somehow helpful - ?!

I think you missed a few: Nihilego, bellsprout line, and a couple others, based on what you define as a tentacle. There’s also like a dozen grass types that just randomly have vines in the anime lol
